Fastest way to Bon Voyage from POR?

Fastest way is driving/taxi service.

Using Disney transport it will be long/difficult because you either have to bus then walk through Epcot, bus then make the walk from HS, or take two busses.

As pp said, fastest is to drive. If you don't have a car, I recommend Uber-ing from PO to the Boardwalk resort, costs less than a taxi.
-OR, you have to take 2 busses, most logical would be take bus to DHS, then walk, or take another bus or the boat. NOW, you do have to be CAREFUL with the 2 busses thing, sometimes they're not running TO the resorts that early in the morning. We ran into that problem trying to get to 1900 a few years back, so if you do go this route, definitely go to DHS as it's walkable from there.
-Remember that if you bus to Epcot, you have to walk THROUGH the park, thus, it has to be past 9am opening time, and YOU MUST HAVE A PARK HOPPER, if you're not returning to Epcot later that day, as it counts as a park entry.

Bus to HS, then walk. If the boat is at HS (or arriving), taking the boat to Boardwalk won't take that much longer, and it is a very nice boat ride, if you want to take the time.

If you look at Robo's map on the sticky in theme pass stretegies board you can see all this clearly.

Drive or taxi (20-30 mins including waiting for cab). Or the following...

1.Take the bus to the HS entrance and walk or take the Friendship boat. This is what we have done if we don't have a car and have time. The boat is nice and relaxing ,it just takes time.
2. Take the first bus to DS and take a bus from that park to the BW.

3. Take bus to EPCOT, if you have park hoppers and tickets for that day and walk through. It's not a bad walk through the park but then you will have an additional 5-10 mins walk from International gateway to the BW. There is a boat but walking is faster. I would personally choose the HS option first.

With either of these above options give yourself 60-90 mins.

This is a 25-30 minute walk. I've walked it before (we often use Tables in Wonderland to valet at Boardwalk and then walk off dinner by walking to HS or Epcot), but this is a long walk.

This is something to keep in mind because if it's hot you will be in a pool of sweat by the time you get there. We've done this walk as well and IMHO I think it takes the same amount of time as the boat from HS (even if you have to wait for it). We've walked it in the cooler weather but its still 20 min plus. The walk from Epcot can even take longer because you have to go in the main entrance if you bus there from PO. You will have to walk though FW, Canada & UK to the Int'l Gateway and then either walk from there or take the boat (so that's almost 3 legs of transportation)...I agree with Uber option or if you have a car you should drive.

I kinda feel like they should have a few character breakfast buses (not sure how it would/could work), but BW is one of the more trickier places to get to in the morning from other resorts.

We are in a similar situation next weekend, staying at FW but have ADRs for the Bon Voyage character breakfast but we have a car. Since we never do breakfast at the BW unless we stay at an Epcot resort I'm not even sure where they are sending guests who dine there in the morning to park? But silly for us to spend $$ for Uber when we do have a car.

You just park in the Boardwalk parking lot for Bon Voyage.
