If I do not have a resort reservation is there any way to make more than 7 days worth of fast passes in a 30 day period?

In ADVANCE of going to WDW... no.
A workaround is to purchase additional regular tickets, link them to your MDE account and HOLD those tickets for future use.
(You can make FP+ reservations, within 30 days, for each "day" of additional tickets that you own)

Alternately, with just your AP...
Once you are actually at WDW and USING your AP FastPasses, you can make an additional one day of advance FP+ at the end of every day of FP+ that you are using.
It is a "rolling" 7 days of advance FP+.
