Can someone tell me what this is?

It was a promotional offer from DVC a while back - maybe 2005/06 that I believe was for 15% off?? We took the tour during that time but did not buy, however. The only thing I really remember is that SSR was $85 pp with the promotion and that someone who was already a DVC member was supposed to recommend you.

Now, I am not sure if that has been revitalized or not, but I have not heard of it for a while.

That's it, and it's been over for a while. We referred a friend and they saved 15%. Unfortunately, it's no longer offered.

It was a good deal and got us to buy at $86!

In reality, you haven't totally missed the boat. That offer was only good for the property they were currently selling, SSR. Right now you could easily pick up an SSR resale in the $84 per point range. With closing costs and such you are still in the same price range, give or take.
