I've never seen the kiosk menus/price lists released ahead of time (or officially by Disney for that matter). They'll pop up on fan sites after the festival starts and the kiosk menus are uncovered. If you want to do some advance planning, go ahead and look at the list from last year and expect perhaps a $0.50 increase per item. If you over-budget, just eat more to make up the difference.
I know on another thread someone asked about the schedules for the free cooking demos and wine tastings. I remember spotting the .pdf file for those buried in Disney's website about a week or so before the festival opened last year. I'm keeping my eyes peeled!
