It said in the list of " dreams" that they were giving out passes to the extra park hours. Does that mean you need an extra ticket when MK stays open till midnight? Like the old E-ticket??

No, when they start hustling out the patrons in the park, just show your resort key and you will be sent to one of many spots where they give out wristbands for those people that are staying at a resort, so you can stay in for Extra Magic Hours. No extra fee. Just another perk and a reason to always stay in a WDW resort.
