Extra Magic Hours query

Hi,
I have a question about the extra magic hours in the evening. I was just wondering about how it works if you are in a park that is open for an extra 3 hours for guests staying on site. Do they empty the park out then let those that qualify back in for 3 hours? Or am I wrong that it is only for onsite guests but everyon in the park that day gets to stay for 3 more hours?

EMH is for Disney resort Guests only.
Beginning two hours before published park closing, and continuing until pretty much EMH closing, eligible Guests go to any one of several sites in that park to get a wristband.
EACH person has to show their room key, and the Cast Members attach the wristband to you AND scan your room key - so it can't be used to get another wristband that night.

While non-qualifying Guests aren't dragged out of the park, since you need to show your wristband before entering any attraction they eventually end up leaving.
