Extra magic hour

Is the extra magic hours only going to be offered only to people who have the MYW tickets or packages? Or can you use the extra magic hours as long as your staying onsite?

DH and I were at WDW over New Years. We went to the Studio for the Extra Magic Hours on 1/2/05 with AP. We were staying at BWV.
