If you purchase a two day ticket to Universal and determine you need another day on your second day, can you upgrade to a three day ticket and only pay the difference between the two and three day tickets prices? Of do you have to buy another full price , one day ticket?

You can add days onto your tickets and pay the difference. This would have to be done at Guest Services before your tickets expire.

when you add days to your pass, do it while you are in the park.

Another option is to go to Costco and buy the 3-day 2-park tickets they sell for $150. These tickets are good for 2 to 3 years so extra days can be used next year. Tickets bought at the park have to be used within 14 days.

Are these Costco tickets park-to-park or base tickets? Meaning can you visit both parks the same day?

Two park, park hoppers, both parks... what ever you want to call it. There are a few threads on Disboards that talk about it, search them out and get more details.
