Express Pass needed in September?

My friend and her DH, DS & DD will be at Universal/Islands of Adventure on September 12 and September 14. Will they need Express Passes?
And also should they get park to park?
One other question - Is the Hogswart Express worth getting the park to park option?

i would get PtP tickets.

you'll have the freedom to hit both parks as much as you want.

Yes on the PtP, no on the Express at that time. I just went for the 1st time without express and it's fine right now.
