Express pass 2 year old

Not sure why I'm having trouble finding this answer online. Do I need to purchase an express pass for my 2 year old (he is right at 36 inches- so should be able to ride a handful of rides...)

No they don’t.

Children under the age of 3 do not need a park ticket or express pass.

There is not a lot of rides they can do so Universal does not have charges for them
