Experiences with removing 1 guest from ADR?

Tomorrow is ADR day for our trip. I just today found out one of our guests is pretty sure they can't come. Originally there were going to be 13 of us and now it will likely be 12. The questionable party won't know 100% until a later date.

Should I still make the reservations for 13 as of now? What is the experience like of removing one guest from ADRs? Is it easier than adding one if he can work it out to still come?
 
Make them for 13 now. If you show up with only 12 you won't get charged but you can have issues trying to get an extra person added to a reservation later.
 
What about if on dining plan? We are making ADR including my parents. If they decide to not come to the park and the ADR, will their meals be charged because they are on the ADR?
If there is enough time to cancel them, will this mess up having the reservation for everyone else? (If Have an ADR for BOG, don't want to risk losing it while modifying it)

Usually if most of you show up, you will not get charged for the other no shows ($10 pp) It's only when NO ONE shows up that they charge, at least in my experience.

The bill is always charged based on the people who show up not on the ADR #. Even with prepade meals like CRT and Hoopdee Doo you can usually get a refund for the person who doesn't show up.
