Expedia / refillable mugs

Are the mugs only for package bookings or do you get them with room only? If you book outside of Disney like Expedia, orbitz etc do you get mugs?

As far as I know the refillable mugs come free when you have the dining plan. But you can purchase the mug for the length of your stay (if you don't have the dining plan)
