SJ: We just returned from the 8/31 Western with our 2 year old.
Most excursions offered my Disney are age restricted or not worth the money...
For example: In Grand Cayman,
DCL offers the Atlantis Submarine tour but it restricted to 4 years old / 36 inch height restriction. When we got there we went directly to Atlantis shop and my son is 38 in. and he as allowed to do the excursion plus it was about $70 dollars doing it directly with them. My son only paid $34.00.
In Mexico, we got a cab driver to give us a 3 1/2 hour island tour, stopping at St. Gervasio ruins for an hour, Meridia Pointe (beach area) and Chankanaab Park (we chose not to stop here as ds was worn out) for $95 for 3 adults (my mom went with us) and my ds. Saving another $50 dollars vs booking with Disney.
My suggestion is to do your excursions on your own because Disney has a lot of restrictions for the young ones, and it will be less expensive anyway.

BTW- we also did Palo's brunch & dinner. Those were the only times we used Flounders, but they were great and my son even napped while he was there during our brunch!
