Excursion ages starting age?

I noticed on some of the excursions it shows an adult price and then a child price most starting at 3 and up does this mean if I have a infant I could not bring he on the excursion? I will have 3 year old and a 9 month old.

Does anyone know what excursions (besides the obvious) scuba and such that the 9 month old would not be able to come.

Could the 3 year old participate in the dolphin swim or encounter?
 
Western or Eastern? On the 7 day Western, the dolphin excursion at Cozumel is for 3 and up. You can also get info on DCL's Website . When I signed my dd up for some excursions, they sent me a note stating I could not bring her on the excursions (they mistakenly had her listed as a 5 year old instead of the 6 year old that she is). The note said she "could not participate in the excursions due to age restrictions". My interpretation was that kids underage would not be allowed on the actual trip.(?) You can send an email to
