Which resorts and rooms are typically excluded from the discount offers like Stay, Play & Dine?

I believe they're usually the same exclusions. For current free dining.

AS Movies
POFQ
POR (past certain date)
Villas at Grand Floridian
Campgrounds

I know the Grand Floridian Villas are always excluded from BounceBack Offers

Not specifically but not all rooms will be available for all dates. It depends on where the have open rooms. The goal is to fill empty rooms. If a room type is already sold out or close to being sold out, they will not offer it.
