Exchanging vouchers with meal plan still possible?

From my understanding the standard comes with the current offer of free half board. We will be there for 3 nights and would like to eat at the Plaza that is it on the list and the Agrabah but unsure how late it is open in the summer as I thought I read it closed at 4.

The third restaurant I would like to try is Remy. Can we exchange the vouchers for Remy? Is this still allowed with the new plan taking effect at the end of the month. If so how much does that cover of the meal with the standard vouchers. I understand the drink is not included when exchanging.
