Exchanging points for resort properties

I have had my membership since 2011. In the past I was able to use my points to get a room at a non dvc resort. Today I called to try and get a room at the yacht club. Told I was unable to because it was a resale and I am a level 1. Not sure what that means as I was never told that before. Is Disney allowed to change the "perks" after the purchase date ? I know they made changes to resale contracts but it would seem that they shouldn't be retro active. If they are making them retro active it is essentially devaluating your contract.

When did you buy it? If you bought on or after sometime in late March of that year, you are not supposed to be able to use your points in the Disney Collection. You can find details here: https://www.dvcfieldguide.com/blog/disney-vacation-club-direct-vs-resale

But, yes, they are allowed to change perks, even retroactively. They have tended not to do this for resale restrictions---so far.
