Evening Extra Magic Hours

Having a little debate with my sister. She is planning a MAr 2016 trip, and she and I both agree that EMH (morning and evening) are only available for resort guests.

I know that Morning EMH are "enforced" at the gate by using your magic band to gain early admission. I also know that "theoretically" Evening EMHs are supposed to be enforced, but my sister claims that the last time she stayed off-site (Dec 204-Jan 2015), they never asked her to leave and allowed her/her party onto rides and attractions without issue.

I have gone twice since she went (April 2015 and Dec 2015), but never really took advantage of E-EMHs to confirm, but I'm assuming they wouldn't advertise EMHs without actually enforcing it...

So, all that for the question: is it true that EMHs are not enforced in that off-site guests can get on rides and see attractions without too much issue?

If so.. I have major issues with Disney advertising that as a "perk" then...
 
We were there in September 2015 and took advantage of all the evening EMHs. They make you scan your band at the attraction to verify where you're staying for most of the night. If it was a really late night they might have been more lax near the end (I feel like the last few rides around midnight they just waved us through) but they were definitely checking. HOWEVER, I suppose it was possible to just wander around, go the restaurants, etc. No one checked as we were walking.

Even back in the "olden" days (2009) I remember having to flash my resort key. Now, that being said, it wasn't necessarily verified as yours. That trip was a dance team trip, and one of my friends was staying off resort but used the key of my other friend's parents, who didn't stay for EMH.

So short answer: it's enforced, though you might get by at the very end of the night.

Thanks! Makes sense.. So, I'm going to advise her to play it safe and don't count on non-enforcement of evening EMHs.

I'm assuming she may have gotten away with it in Dec 14-Jan 15 because of the crowd levels.. can you imagine the back-up at the mickey-heads if everyone was required to scan their bands?
 

You will have to scan your magic band going on rides, but they won't kick people out of the park. Just as anyone can wander through stores after park closing, they don't want to boot the money-spenders.
