Evening EMH for non-resort guests

Are evening EMH only for guests staying at a Disney resort? How do they handle the non-resort folks?

They don't ask you to leave. But they scan magic bands for ride access.

You are free to shop, eat or whatever though.

Offsite may stay, shop, eat aka spend money but they will not be able to go on attractions. At attraction entrance they scan MagicBands to see if you are staying on property. Since the attraction lines are the advantage of EMH, there would be no harm in letting offsite guests stay and spend.
