If I get to Epcot before rope drop, can I ride Soaring twice stand by and then test track as a solo before the lines get bad? I am going to fast pass Frozen.

Ride Soain' once in order to get better "timing" for Test Track.
You can return later that morning (or afternoon) to ride Soarin' again.

Ride Test Track first, then head to Soarin' and ride it a couple of times.

Soarin' is much easier to ride without a FP now that they've added the third theater.

Should be able to get one ride of soarin and single rider test track without much difficulty. Riding soarin twice would be more challenging. Consider that at rope drop, most people head to soarin, test track, or fea. So, lines can get moderately long rather fast, depending on crowd levels. I did rope drop there in May and went straight to soarin. By time I got off, stand by line was 40 minutes long.
