We are planning to be in Epcot just a couple of days before Flower and Garden starts. Will stuff be walled off waiting for the festival to be unveiled?

Some topiaries will be out, not sure what you mean by 'walled off', the few times we were there before F&G the topiaries were all I remember seeing.

There may be a few things up here & there but nothing will be walled off, as in hiding it from your view until opening day. They do most of it overnight the night before opening day. They used to show a video in the Festival Center of how much they can get done overnight, its pretty amazing. There are hundreds of 18-wheelers right offsite, just waiting til the last guest leaves the park, then they move in like a well oiled machine.

I was so hoping for a "soft" opening! We will be there the week before. It is our first time going without it being FG festival!

There are things like food booths and the butterfly garden walled off/or closed, till it opens

This is what I meant. I don't want to be wandering around among boarded-up kisosks and walled-off flowerbeds.
Unfortunately they will not have the things that can close open.
The kiosks will not be open
But, they may well have a soft opening the day before.
I know they do with F&W. The food booths at F&G are only a couple years old and I can't remember if they do the CM preview/soft open the day before.
We actually extended our trip by a day so we can check out F&G on opening day. I'm taking my Mom back next month for a full week but figure DH and I can get an idea on what is worth doing first.

Some things will be behind a hedge row---portable evergreens, usually. As noted, the kiosks will be closed. However, it doesn't really distract from the park overall. There usually aren't huge construction walls that you'd see for refurbishment/new construction.
