Can you rent a ECV when you enter the Epcot thru the International Gateway?

Yes. Immediately after the turnsiles on the left is Stroller Rental. They also have wheelchairs and ECVs.

Yes, you can rent them there, but I have also heard that location tends to run out, as it is a smaller place. If you MUST have an ECV, I suggest renting off-site. If you are staying in a Boardwalk hotel, then it will be easy to just ride over to the parks!
