I am staying off-site on the day Epcot has EMH until 11:30 p.m. Can I still walk around the world showcase (and have dinner) between 9:30 and 11:30??

You can book the latest pre-9:30pm adr you can, and leisurely walk out of World Showcase before 11:30. But I don't recall there is much, besides the EMH rides and a few Future World shops open past 9:30..

Yes you can, if they're open. The only thing you can't do is get on an attraction.

The food stalls close too.

The table service restaurants will stop seating before 11:30 because they would like diners to be finished by then. The counter services will vary - some will close early and others will remain open until 11 or 11:30.
