I've never found any pattern to what is open on EMH nights in Epcot. As Robo said, some things are open. I've found pavilions open until the end, some that close at regular time, and some in between (and not consistent on different trips!)

I've found it to be the disney main 3 lands that have bars. Germany, Mexico and I never remember the third one but I want to say france. but it does vary and rarely anything extra like kiosks.
