Epcot EMH or PPO ADR?

Hello! Planning my first week of May trip and looking for some advice. Planning to spend 1 day at Epcot and in addition to 4 adults, have a 4 year old and 8 month old -- we want to hit the headliners like Soarin, TT, and the new Frozen ride but need to be efficient! We are early morning people so planning to FP frozen and arriving early morning to minimize waits for Soarin and TT. Which do you think is the better strategy: use the morning EMH or a PPO ADR at GG?

Is the 4 yr old tall enough to ride TT? If not, then the adults could use the single rider line. If they are, someone still has to stay with the 8 mo old, so be sure to use rider swap.

If you get the FP+ for Frozen, and the 4 yr old is riding TT, I'd start at TT then go to Soarin'. Unfortunately, you're going to need to do rider swap there as well, so being efficient is going to be a little difficult.
 

The 4 year old is 44 inches (just measured him last night!). He loves the thrill rides so these choices are for him actually (and hubby!)

Great! With rider swap, he'll get to ride twice!
