Entry time to World Showcase to see topiaries

I saw a recommendation to be at World Showcase by 10 am for the best chance of getting good photos of the topiaries. I always thought you could not enter WS until 11 am. Can anyone clarify what time you can walk around WS?

World showcase opens at 11:00

Portions to Norway on the east and all the way to France on the west are accessible before 11:00a.

we went in May(2011) and never had a problem having pictures taken in front of them.

Remember there are displays all throughout the park, not just in WS so you could get there at opening and still get shots.
