DH, the kids, and I will be staying at AKV, while my dad/stepmom, and my sister and her kids will be staying off site.

Are they allowed to enter the park with us during EMH?

I think they d have to be on ur reservation, linked to ur DME, and tix... but I could be wrong. I'm sure you ll get other responses.

Unfortunately no, they will not be allowed in. The CM will scan their MB and if they are not Resort guests they will not be allowed in

One more question. My sister has annual passes. Will we be able to use her memory maker service if our MDE accounts are linked?

If she is with you in the picture (I.e. They scan her band or she's on a ride sitting with you), she can get the pics for you.

If your accounts are linked, she will be able to get them all, as long as it is your band (or someone else she is linked with) that is scanned

Yes. Everyone who is listed or linked to the MDEs will have their photos linked to your sister's MM account. You don't need to be with her - just scan your MB with the photog.

I'm fairly certain that your family members who are not staying in a WDW resort can stay in the evening EMH park when it closes. They can shop or eat, but they won't be allowed on any of the rides.

Correct. Everyone is free to remain in the park during evening Emh, but only on site guests can ride rides.

Morning emh is only on site guests in the park because they scan tickets/MBs for entrance which turn the mickey green and allow entrance

Morning EMH MB scans don't really work that way.
They will scan a MB but, there won't be a "Mickey Head turning green" involved
for the WDW resort determination.

Yeah, what they did at AK was everyone scanned in to the park and then once inside the park there was another scan to check for resort qualification. Much like they do to check before you get on the ride. Only those guests that showed as a resort guest could continue in to the park. The others were held in the Oasis.
