EMH and a new set of FP's?

I really don't have time to go to Epcot on my upcoming trip. However, there will be an evening EMH while I am there and I was thinking about ducking in to get a FP for Soarin. If the EMH is 9-12 that night, will a new set of FP's be distributed for that time period? I know I may have to return after the 10:30 Fantasmic to actually ride, but that is my thought.

That's how it worked in June when we were there. At 9pm the FP machines open. There was a very long line waiting at 8:30 to get FP...
