My <b><i>theory</i></b> about this is that Disney doesn't own the Pooh characters. They probably have to pay licensing royalties to the A.A. Milne estate everytime they use them. And even though they use these characters at the parks (we saw Pooh and Tigger at MGM), they choose not to pay the licensing fees onboard DCL.

Actually there's been a decade-long battle over Pooh rights. It really isn't the Milne family, but the family of the man who purchased the original merchandising rights for the Pooh characters from Milne, a guy named Slesinger. Both the Slesinger family and the Milne family receive part of the revenue (I think about 4% and 2.5 % respectively) according to the original contract. I guess they feel they're entitled to more of that. There's also a question of what was contained in a bunch of documents that Disney destroyed. They've already been sactioned for that. The trial is scheduled for March, so we'll probably be hearing more about it soon. With the other financial problems Disney's facing right now, this is really bad timing.
