Do they have ECV's at the International Gateway for rental? I will be staying at BWI and might need to rent an ECV if I get too tired from my beign on chemo. Hopefully I will be finshed at that point but if I'm not, I might be a little too tired to do the park w/o a little assistance. I will be better judge once I actually start that part of my treatment. I won't be going until December.

BUT if you rent an offsite scooter, you will have it whenever you need it, even for just going to dinner.
Keep in ind that it can be a long walk from the BWI to Epcot (or you can take the boat) and Epcot is HUGE--you might have that exhausted feeling come on when you are quite a distance from anyplace to rent an ECV.
I would really like you to think about renting for the length of your trip from an off-site place to be sure you always ahve it when you need it. Is there any chance your insurance might cover some of the cost?

They do have them at IG, but the supply is much more limited than at the main stroller rental.
You will probably be much better off renting from off-site than from Disney.
