The child's father wasn't actually with her. He was at the top of the ramp, filming her, mother was at the bottom of the ramp, child was running up the ramp by herself. I know he kept saying, repeatedly, that she was an "advanced" two-year-old, but all I saw in that video was a typical two-year-old running up the ramp, and I would not expect her to be able to look for oncoming vehicles as she crossed from one side of the ramp to the other. A paretn should have been walking with her. The woman on the
ECV absolutely should not have been driving with a child on her lap, but I was very annoyed that the father saw what appeared to be a fast-moving ECV and didn't bother to put down the camera and protect his child. Even a slow-moving ECV would not have been able to stop for a child that runs right out in front of it, and that's what this little girl did. Also, if this is an accessible ramp, the woman on the ECV had every right to be there to assist her child and enjoy being with her, just as much right as the father who was up there just to get a good camera shot.
