My MIL has problems walking long distances and stairs.

DCL...really could not get much information from them. DCL does recommend you book a handicap room. She rented one in Kissimmee and brought it on board.
We got lucky - had connecting SPR's and there was a hallway 30' from our room to store/charge it. Am not too sure about other locations on the ship -
ECV's may need to be 'taken apart' and charged/stored in your room. Again, it may be best to book a handicap room - i assume the entry door is larger.
