eBay ~ non-paying bidder

I am relatively new to selling on eBay, so I thought I'd ask for your expert opinions.

I sold a NWT Woody costume on eBay and that auction ended last Sunday (17th). I invoiced the winner that evening.

I still have not rec'd payment from the buyer. I clearly stated in my listing that payment must be rec'd within 7 days. I also e-mailed this person again very early yesterday morning, with no response yet.

At what point should I file for non-paying bidder, fees credited, etc.?

I am basically out of luck at this point with relisting since it's a Halloween costume and can't be shipped in time for Halloween. :mad:

You can look it up on Ebay, but I think it's after 3 days you can send a reminder (you already did that) and after 7 days you can file a non-paying bidder notice and I think it's 10 days after that then you can file the final value fee claim (to get your money back for the final value fee charged by Ebay). Other than that there is negative feedback that you can leave the winning bidder.
I would keep trying to contact them before leaving negative feedback. Did they have a good feedback rating before this?
