Eating in the bar at Fulton's?

I see that Fulton's now is allowing dining in the bar and not just appetizers. How is the atmosphere in the bar at the window compared to upstairs in the dining area? Is it loud? No smaoking, correct?

Fulton's has always allowed eating at the bar. I have done this several times.

I think the noise is comparable to some of the main dining rooms on the "boat". There are a couple of rooms that seem to be quiter though
