Yes, on-site guests get Extra Magic Hour benefits on check-out day. Also, EMH is available on check-in day. On the first day, just check in at the front desk and they will issue your keys, even though your room likely won't be ready yet. On the last day, just, just check out of your room early to get to the parks in time. In both cases, you can leave your luggage with the bell desk while you enjoy the parks. Or you can also leave your luggage in your room during EMH and return to the hotel to check out later in the morning.
