Absolutely not. I wore mine both on the boat (when we couldn't land at CC) and on Castaway. It is not a competitive run at all. The clock is more for your own information.
It's a fun run. Not an official event. (Unless you are doing the post-race weekend challenge.)
(And even at the official events, I'm pretty sure that unless you are gunning to win it, no one cares. As long as you can hear what is going on around you. Unless it has changed since 2015.)
Yes headphones are allowed at the CC5K and all official Run Disney events. They are officially "discouraged' in the event guides, but a very larger majority of runners wear them.
There's no restriction even for the theme park ones FYI. Most races encourage you to not wear them but many people do wear them. They just want you to be able to hear the on course announcements ("speed bumps ahead").
Wear them at any Disney run. Especially on castaway.

I wonder if that's a change from when I did my last one? We were told absolutely NO earbuds (back when I did the Tangled 5K... about a million years ago!)

Yeah...the only people I've ever seen it enforced with at any race (or, well, heard of it being enforced with) are people who actually might win. Most races would DQ an elite (and RunDisney has had at least the Brooks team members run before) wearing headphones but really don't care about the everyday runner.
I will say, please keep the volume so that you can hear what is going on around you. At one of my WDW races, I saw one woman just plodding (I plod too, so that's not being mean) along in the middle of the road completely lost in her music while an ambulance was trying to get by - not sure how she could hear anything after the race as the music was so loud she didn't even jump at their horn or siren. Someone else finally ran up to her and physically moved her out of the way. (I was on the bridge and she was on the entrance ramp, so I was already ahead of her when it was going on.)
