Although you'll technically own in Florida, yes, you could use all your points for Anaheim. You can use your points for the three DL hotels. The DLH is the cheapest point-wise, due to supply and demand.
The amount of points you'll need is broken down by when you are staying (both time of year and time of week), the hotel you want to stay in and the type of room. Concierge is available through DVC too.
I believe the price of points for people who don't already own is $108 per point, up four bucks from before. So essentially you'll pay $108 x 160 ($17,280) to join, plus annual dues which I think are under $700, or $57 a month or so. They do offer financing.
Keep in mind, they are just starting to offer for the new Animal Kingdom Villas, which means the lease will be good for 50 years. So you get your 160 points a year for 50 years.
It is also a property to own or sell, and I am told (I'm fairly new so I haven't done this yet) if you already own a house, this counts as a second house as far as dues are concerned at tax time... It also means if 10 years down the road you want to sell and the price per point has gone up, you can hopefully make a profit.
