Do the DVC resorts have daily maid service if you are not a member and book without points or do they still only clean every four days?

BCV23 is correct. If you book on cash through Disney reservations, it is treated as a regular hotel stay and you receive daily housekeeping.
If you rent points from a DVC owner, or if you are a DVC owner staying on points you do not receive daily service.

As you would not be using DVC points, you would receive daily service.
