DVC Financing ? for Texans

We are headed to WDW soon! We have an appointment with our guide to look at the new SSR models. Our friends from Texas want to look at the models as well. They just moved to Austin a couple months ago and we have a financing question for whomever can help.

If they bought SSR and did not want to finance through Disney could they obtain a home equity loan while living in the state of Texas? I thought another thread awhile ago stated home equity and home lines of credit were not possible in the state of Texas. If this is true then they would have to finance through Disney or pay cash, right? Trying to figure out if they could go the resale angle. I am pretty sure they said they would have to finance.

Any answers would be greatly appreciated.

Texas just passed a new law that lets homeowners get an equity line of credit. If they buy thru Disney now there is no interest and no payments until May. That would give them plenty of time to get the loan and still get the deals Disney is offering now.
