Yes, the points shown for the cruises are per person, per category. They are steep.

Yes, this is correct. If you look at the top left of the point chart for DCL, you will see "Reservation Points per Person." It is just below where it says Disney Cruise Line.

Well, the points are per person but that includes all your food and entertainment. When you say not inclusive, I would say that only Palo, liquor and the spa are extras.

When the OP said "inclusive" I took them to be asking if the points shown on the charts were per person or per room/cabin since using points to book within DVC is per room not per person. I don't think they were referring to the fact that a cruise includes almost everything.
