DVC and the COVID-19 dining plan upgrade

Has anyone heard this, that cancelled "because of COVID-19" DVC resort stays with tickets are not allowed to receive the free dining upgrade?? Even though they booked within the appropriate time frame, rebooked within the timeframe? I heard from a friend that she was told "DVC rentals are not allowed to have the dining plan upgrade when you have to borrow points." I was super confused by this and maybe yall can help me.

DVC rentals don’t get free dining....ever.

you have to book directly with Disney at full price to get free dining

If you had to cancel your dvc points reservation due to covid19 closures, you can rebook with cash and qualify for free dining.

can't rebook with points and get free dining.

Points bookings never get free dining. Ever.

This deal is for cash reservations. Any DVC owner or renter is eligible to book this deal if they had a reservation during that time.

However, it is not meant to be a replacement for anyone, which is why it can’t be booked on a DVC membership...ie: points.

Even some cash guests are finding its not a better deal than the discount they lost.

That's confusing when they get into stating "when you have to borrow points" but as mentioned, point reservations never get free dining. Disney just offered the cash/free dining option to those who did have to cancel point reservations. So if you can rebook on your points then there actually was no offer.
