DVC and Free Dining

I'm staying on points in November during the newly announced free dining plan times. I assume it has to be a paid stay and isn't available to DVC members using their points. Correct?? Thank you!

Yes that's correct. It has to be a package booked as room and tickets to be eligible, and not all rooms are available for it.

Stays on DVC points are never eligible for Free Dining.

DVC members are already getting a better discount than anything Disney can offer to the general public (or we will be, by the time you break even after the initial buy-in). Look into the Tables in Wonderland card if you're wanting to potentially save money on dining - it's available for DVC members.

Free dining is a package discount, meant to sell room/tickets packages. DVC doesn't book packages.
