If you're looking for a short-notice reservation (less than 10 days out), they can try to pull back inventory that's been released for cash reservations. But it is a special request, and that's the only scenario I can think of where they would convert inventory back to DVC.

The % of villas owned by the developer (DVD) are used to replace inventory when villas are being refurbished/maintained and otherwise are used for cash reservations - but they, at times, can be released for point reservations at the discretion of DVD. This usually will happen at resorts actively being sold and not at the "sold-out" resorts but can occur on short notice if there is developer inventory available at any of the resorts.
The vast majority of cash villas available come from points used for non-DVC options by DVC Members (DCL, ABD, Concierge Collection, Disney Collection). The cash generated by those reservations is used to "pay" for the exchanges. Those points are rarely made available for point reservations (since they have already been already used for the non-DVC reservation).
