Duty/Tax free on Alaskan cruises

I know ships can't have their shops open while in port for Caribbean itineraries, and things are duty free while at sea, how does that work for Alaskan cruises? Is it the same? Even though the ship is in US waters most of the time?

Technically, once out of port, they are not in US waters.
