Dues announcement overstated every year?

I've been a member since late 2016 and every full year (except 2017) that I've paid dues, the actual amount paid is always less than what's announced, across all contracts at all 3 home resorts, pre- and post-shutdown.

Has anyone else seen this? Any explanation? I certainly don't mind paying less but do find it curious.
 
It has to do with taxes. The budget includes an estimate and then in November/December, the actual rate is announced and owners are given the credit which reduces the rate paid.

When the actual 2022 tax rates come up, if it’s less than what owners paid, it will be a credit toward the 2023 dues.
 

And if the actual tax rates are higher than what was anticipated in the budget, your actual dues will be higher than what is derived from the budget, and that has also happened in the past.

Technically the property tax credit is applied to the prior year. Same with the closed credit in 2021 was applied to 2020. So the actual dues are correct as posted, it’s your bill for the prior year that is adjusted.
