Can you walk to DTD from DL or DCA? How far of a walk is it?

Are the hours for the shops the same as the parks?

Absolutely. DTD starts right outside the parks. It's about a 5-10 mintue walk end to end of DTD, but that's just walking, no looking or shopping. Most shops stay open until about 9pm (a little later on weekends) and the restaurants stay open late 11 or 12??
