Will my son be able to order off the children's menu, or get items that are available only on the kid's menu as he will be 10 on our trip. We are not on the dining plan. Will the restaurants accomodate him?
Yes, he can order off the kid's menu . We have a picky eater and in our experience, Disney has always been great at accommodating us . We always get the DDP and when my oldest couldn't find anything on the adult menu that he liked, he would order something off the kid's menu but would get an adult sized portion .
1) Absolpositively.
2) EVERYONE may order of the kids menus.
3) As seniors, the wife and I frequently do so.
4) It works great for a snack or light meal.
5) Sometimes, as a snack, we even share entrées from kid's menu.

Dont have any experience with this but everything Ive read the last 10 yrs is that Disney really goes out of their way to accomidate. They are world reknown for their CS so I say you have nothing to worry about!
