I think in Costa Maya it is 16.

In Mexico by the federal law, the legal age is 18. Maybe some places ilegally sell to minors but if found guilty they could take their licor license away. Drinking, voting, getting married, etc. is 18. Hope this helps. Any other questions please ask.
