Dressing up for dinner question.

Outside of V&A, I have seen just about everything at all the other restaurants. In general, a signature restaurant inside a park will still be park attire.
A signature restaurant at a resort, in general, you will see more people dressing in business casual in up. But you will still see those in t-shirts and shorts. Have seen it at Jiko, CG, Narcoossees, Flying Fish, Citricos, Il Mulino, Artist Point (while it existed),
 
We dress up for signatures, always have. Even the kids. Our son always wears a suit and our girls always wear dresses. I wear a dress and husband usually wears a button down shirt. As others have stated, there will be some that aren't dressed up, but I think you find the majority at least make somewhat of an effort. It's sort of like on a cruise when you have the captain's dinner. Everyone manages to dress up for that even though they have spent most of the week in bathing suits and flip flops. I think more people than not are like minded and enjoy dressing up a bit for a nice meal. I would not worry about it too much or let it hold you back from trying out any signature you would like.
 
If you enjoy dressing properly for diner just do it and own it. Don't worry about what others do just enjoy how dressing well makes you feel.
We leave for Disney in 12 days and I will be traveling with my sportcoats, slacks, long sleeve dress shirts and at least one evening rocking my Mickey cufflinks.
That is how I roll at home and when we travel.
