The RoA is attached to a waterway that comes out into Bay Lake between the Grand Floridian and MK. If you are on the monorail you will notice it goes up higher over the waterway. That canal is where they store the water light parade that goes around the lake at night. If I recall behind the scenes that waterway has a draw bridge and a lock for lowering or raising the Riverboat when they take it out for maintenance. The River Boat is taken (towed or under its own power) through that canal across the lake and down the lake parallel to the road in front of the Contemperary to the maintenance facility behind the MK in the same area as where they park the unused monorails.
